"Use the scale corresponding to the waist measure to draft this garment and regulate the length by the tape measure. The top is finished with a narrow facing through which a tape is run to draw the fullness to the waist. The wide flounce is cut one and one-third times as wide as the skirt at the point where it is to be sewed on, and the lower flounce is cut one and one-half times as full as the wide flounce. The petticoat also has a flounce set underneath at the foot."
